Safety production is the basis and guarantee for the company’s development, and the staff’s safety is one of our key targets. We insist on implementing executing the state laws and rules on safety production, carry out the safety and environmental protection responsibility system, establish and perfect the safety production supervision management system and mechanism, actively adopt advanced safety management methods and safety production technology, perform the HSE management in all aspects, continuously improve the safety production conditions, reinforce the root level of safety production and ensure the staff’s safety.

　　Further implement the safety and environmental production responsibility system and reinforce the safety and environment protection management
　　The company endeavors to reinforce organizing and guidance in safety and environmental protection and adopts strong measures to advance implementation of the safety and environmental protection system. In recent years, at the beginning of each year, the General Manager signs the safety and environmental protection responsibility letter with major principles of the affiliated governmental-supported organizations and enterprises to clarify the object and target responsible, accident control index, accountability punishment and etc. The affiliated enterprises clarify the object responsible and analyse the index responsible by the responsibility letter tier by tier, and list the index completion into the superior’s annual performance assessment and assign the safety and environmental protection into each section, post and individual in the production process.
　　In 2007, in accordance with the latest released laws and rules and the safety production demands of the enterprise, the company formulated Production Safety Accident Management, Special Award for Safety Hidden Troubles of Production and more than 10 management systems in total, and issued Grading Specifications for Key Dangerous Sources and 5 corporate standards. 29 experts from different fields are invited to patrol the safety and environmental protection fields and key ocean items, and reinforce safety and environmental protection and management over well control, refining check and repair, pipeline construction, ocean production safety and other key fields sectors and links. In 2008, Six Prohibitions against Violation was issued to enhance the staff’s safety awareness.

　　Continuously develop the activity of “foundation year for safety and environmental protection” and establish a long-term mechanism for safety production
　　We make efforts to establish the safety and long-term mechanism and pursue “zero harm, zero loss and zero accident”. By 2010, the safety production conditions will be turned well fundamentally, and death rate of per 1,000 persons, death rate of per 1,000 vehicles and etc. reach the domestic leading levels.
　　Since 2004, We've been developing the year for the basis of safety and environmental protection consecutively, solidified the root management through implementing the safety and environmental protection responsibility system, issued new rules for safety and environmental protection, reinforcing the safety and environmental protection training, cultivating the safety and environmental culture and etc., enhancing the building of the execution, the safety production and environmental protection index which reached the highest level since the foundation of the company. In 2008, the company reinforced the safety guarantee, implemented the safety measures and the safety situations around the year turned well, without death in industrial production and fire or explosion in an average or higher level. Especially during the Olympic Games in Beijing, organized and developed supervision, experts’ patrolling program and etc. over key areas, important enterprises and etc. to ensure that there was no any safety accidents during the Olympic Games in Beijing.

　　Enhance the governance of hidden trouble in safety and environmental protection
　　The company concentrates on the safety and environmental protection control, reinforces the source control and removes the hidden troubles of safety and environmental protection such as sulfur gas well with high pressure, high hazard and high sulfur content, pipeline occupation against the law, 3-level water pollution control and etc. By the end of 2008, a total investment of the “3-year hidden trouble control” reached 33.977 billion yuan, of which, 3,740 safety items have been accomplished and the safety risk control has been obviously improved.
