　　Reinforced retailed resources distribution and delivery with full strength and ensured that the oiling stations supply without quantity limit and were not out of supply; flexible distribution and delivery mode is adopted to increase resources supply with dense transportation during the opening hours of the road each day; small-amount distribution and delivery vehicles, manual oil delivery and etc. are used to fuel the vehicles which need oil on the jammed roads.
